Our Founding Fathers could not solve all the problems. They recognized but had to leave to future generations, the problem of slavery and the problem of a monetary system. In their time, the importation of slaves was banned. Not long after they passed away, the Civil War was fought to free the slaves. But the legacy of slavery lives on.
It lives on because of a culture of dependency, and thus subservience. Freed of slavery, many blacks migrated from the south to Washington DC hoping, if not expecting their "new owners" to take care of them, as had the plantation owners. Their descendents are still waiting, dependent, in Washington DC, even as millions of others migrated elsewhere and learned self-reliance, so that they could take their place as "equals before God" in America. The Civil Rights era came and passed, with Republicans like Martin Luther King Jr. and the Congress of Racial Equality (CORE) leading the way.
Then came Lyndon Johnson and the Great Society. Disguised as a helping hand to the poor, the Welfare State was created to preserve the dependency on government that kept black people "on the plantation", and to keep them voting for democrats so that the teat of government did not run dry. Families received more federal aid if there was no Father in the family, so Dad had to go. The result was the destruction of the black family, and thereby their culture, their community, and their hope for ever achieving the equality that can only be achieved through self reliance.
A new generation of black leaders are stepping to the front who understand that it is no longer a good idea to accept the gift of a fish offered to help "solve" hunger; instead, the minorities of America need to be taught, and to teach each other, how to fish so that they are no longer dependent upon the good will of their "benefactors".
