Stupak Amendment Vote

(unnannoted version available at:  http://clerk.house.gov/evs/2009/roll884.xml)

This amendment prevented abortion from being covered or funded by the HR3926.  Because this amendment passed, Blue Dog Democrats who had pledged to oppose HR 3926 if it covered abortion were able to vote in favor of HR3926, enabling it to pass.  Any tactic on the part of the Minority Party to defeat the Stupak Amendment (and thereby causing Blue Dog Democrats to join them in defeating HR 3926) by voting "Present" was precluded by large "Pro-Life" groups taking a public position that it would consider a vote "Present" to be a vote favoring abortion.  We believe that was a short-sighted tactic by single issue groups that chose to "do their own thing" without consideration to the overall impact to the effort as a whole.  Had they not done that, HR 3926 would have been defeated and a Stupak Amendment would have not been necessary.  Hopefully they will learn from this loss, and start working more as part of a team with a unified goal.
