I heard Rush Limbaugh commenting that this bill was in two parts, A and B, both PDF's so that people (who don't have Adobe Acrobat) can't do text searches.  It was worse than he said - the second half was password protected.  Here are the two halves in rich text format so that you can read them before they are passed by the Senate.  How did we get past the password protection?  That's our little secret.  They're big, so you should probably download them and read them on your own computer.  Sorry that some of the formatting is lost in the transalation from PDF to rtf format, but legislative bills are usually written with obsolete and offbrand software that doesn't play nice with other software.
